4/ Meta: for this discussion the distinction between complicated and complex are essential. In my words, for complicated problems you need expertise, for complex problems you need discovery.
So for complicated you can develop a “best practice”, the problem is not only well understood, it is understandable. Or for this discussion, it is possibly/probably “model-able”.
For complex you can’t create a strict formal model, the system is managed through monitoring/sensing, probing/experimentation and responding to behavior.
You treat it as a living evolving thing.
