I think let the free market decide the cost of tariffs and what is worth importing. I say that the US Congress pass a law minting 5 million import licenses, which are auctioned off to the highest bidder and the winner can use their import license on one particular product. Each license would last for one fiscal quarter and would bring much needed money into the treasury. This money would be earmarked specifically for paying off the debt and the minimum bid would be set so that at least 650 billion dollars is raised by the system and the actual amount raised would likely be much higher.
