I have been trying to think of all the programming languages I have had to work on over the years and trying to rank them on a personal preference and it is really difficult. Take Perl, for example... If I am the only one writing the Perl code, I would put it much higher. If I have to include CPAN modules or look at other people's Perl code, then it ranks much, much lower. Or take Scheme... if I had to write a super complicated application in Scheme, I would just not do it, but if it is some super simple plugin, then I do not mind. Same for Lua, but Lua is rarely used in such a way, it is mostly used for hooking into a more complex game engine like World of Warcraft or Minetest. So it is difficult to make a list.
PHP is a mess, but it has this huge built in library of functions that save a ton of time when making a web application and that is what it was meant for, so I do not mind the mess.
Everything is situational.
