My own stance on this question:
If the farmer is part of the village community, or they're part of some larger community together, then he has an obligation to support them and vice versa. Being so wasteful is therefore immoral.
If he does not, then he has no responsibility to them, and his actions are ethical. However, that also means they have no responsibility to protect him from hungry people killing him and stealing his grain before he wastes it.
Protection always goes both ways.
