I’m still too bimbo to determine whether the respirator coalition was satisfied with the liability verbiage in any of the versions of PAHPA and whether that kerfuffle had any role in why the CDC always stops short in recommending masks. Tracking the CDC’s attitude toward masks means now going back before c.2004, which means bumping into a lot of 9/11-bioterror respirator use stuff.
