I'd go smallest/best-value SSD for the System drive for best performance.
If you're removing a drive, then why not buy the adapter so the drive is still usable?
HFS HD is fine for TM. So I'd use the 2 existing drives, unless you need more space?? (Although by def a backup drive isn't full to start)
If you don't want an ext., then just use 1 int. drive for TM, then when it's full, swap it out for the other. The 1st drive's TM will still be available if you need to go back in time with it.
