1) I don't think Carbon Capture is any sort of viable solution to the climate emergency
2) it's not really £22bn. It's £868 million a year over 25 years (not inflation linked either)
3) Also note the 'up to'...
4) This is really a thing to try and kick start further investment in the very deprived and run down region of the country.
