Not so much a statement of law. Maybe just a precaution? It did follow quotes about crossing in well-lit and marked places and don't wear dark clothing. Then, "as [a] pedestrian, you should always yield to a car."
More graciously, I read this, "don't expect a car to yield to you." There wasn't an actual "right of way" discussion.
