I've received some pathetic class action settlements over the years, but I'm pretty sure TWELVE CENTS is a record low. Worse, it's literally unusable as no merchant is going to accept a $0.12 charge.

I don't know where millions of 12-cent payments are going to wind up (unclaimed funds surrendered to the state?) but this sure isn't doing consumers any good.
