If journalists substitute the word "looter" with "resourceful neighbors" it changes the tone. It also becomes an accurate statement about a disaster zone.
People who won't have power for three months aren't lugging home a water-soaked flatscreen television to float around their living room until the waters subside.
If someone needs water or food, there's no point accusing them of a crime for taking food and water that was already going to be written off and thrown away.
