Degradations occurred in much of the West and Southeast, plus West Virginia and Kentucky, with areas of improvement in Oregon, New Mexico, Virginia and North Carolina. Improvements occurred in parts of the Midwest, especially Indiana and Illinois. The Northeast, Florida and North Dakota saw a mixture of improvements and degradations.
