Why would you want a sheep as a leader?
Tugendhat is a sheep, he's always been a sheep (bit of uncharacteristic hyperbole there), I can see a number of stubborn goats of each gender but mostly the Tory Party at Parliament are leaderless.
Sutekh, who seems to have embraced Opposition has no intention to lead, his job is done by delivering the Conservatives their existential moment to push them to decide who they really are.
