5-x Data was collected in different ways.
Some of it was collected on touristic outings by diplomatic staff. The load capacity of a bridge can easily be assessed when you picknick near it.
Others were done by trade ships (depth measurements of channels) and satellite photo reconnaissance (Zenit satellites).
And some was done by copying and building upon existing sources. Like UK ordnance survey maps.
It's hard to grasp how huge an undertaking this secret project was. The USSR bled for this.
1:10.000 map of Calais. The outlines of canals, road, rails and structures is absolutely spot on. This probably has Zenit satellite data as a base to draw upon.
