Let's imagine that the comparison site shows the same rental for €96. The consumer chooses to rent through the comparison site. 4€ less is not much, but it's something. The comparator offers the car rental company €80. The car rental company accepts. Minus €3 is better than minus €83. The comparator gets €16.
The consumer then tries to get an invoice for the €96 payment. Instead of an invoice, the consumer receives a statement with no tax value. Where is the VAT? Not with the tax authority!
