This is a nice way of saying "The jackasses in the legislature set their bigotry aside when they spotted an incentive, and expanded Medicaid to cover North Carolinians of color, low-income, and Hispanic folks, the people they hate the most."

I'm all for term limits but Roy Cooper is an exception to the rule. His leadership is impressive given the cesspit in the General Assembly, and ALL THE OTHER TINGS.
