Game balance isn’t about making everything equally useful in all circumstances. It’s about making things fun to use. Very powerful but rarely useful, or hard to get but OP.

Balance-as-equality gets very dull very fast. If you’re struggling with whether your game is fun or not, set aside thoughts of balance, think “maximum fun” and try tuning with that perspective.

Then when you find weak things, how do you make them MORE powerful? Don’t cut the top off, bring the bottom up.
