1. The rule for oil painting is "fat over lean". This is supposed to prevent cracking as the paints cure (or 'dry'). So your beginning layers should be more paint and less linseed oil. Subsequent layers can have more oil in them.
1.5. There is alla prima painting, where the paint goes on all in one sitting, ignoring rule 1.
2. Some oil paint brands and pigments are just a lot more matte than others. Burnt/raw umber is one.
