These NPCs are not particularly nice people. Some of them are very unpleasant! Still, the primary motives for killing them are "they blame us for" (thing the PCs largely did), "my girlfriend hates them", and "they're lawful and contribute to autocratic evil regime" (though are not themselves evil).
