I've met trans people who have grown boobs because of that page. I recommend seeing a doctor, but that isn't possible in every country.
In the UK, it's pretty difficult to get HRT even as an adult. You wait years, unless you pay private. Even before blockers were banned for youths, waiting times meant many were already destroyed by puberty anyway, and went straight on HRT.
I went DIY at first, when I started my transition. If you need to do it, do it. You know yourself better than anyone else.
