"Boutique tax credits" is a wonderfully named concept that explains so much contemporary dysfunction. It refers to public spending hiding in the tax code, spending that escapes much of the democratic process, favors both the wealthy and private service providers, and undercuts the ability to create publicly run services that target a much broader socioeconomic base.
