You’d think that if there is one thing that should be in the #publicdomain, it’s the text of the law (US, in this case). Considerable sums are already paid on legal commentaries, annotations etc. Also begs the question how big a chunk of a law can be quoted by legal students snd scholars before they get sued for (c) infringement (would constitute great practical exercise tho🙄)
