Is R a good option, is the UK Home Energy Model relevant (it has time-series processing). I guess there are python tools? Maybe there are good ways to do this in spreadsheet-world? What do things like 'Octopus compare' use behind the scenes?
I currently speak bash, make, spreadsheet, perl, but could make the effort to learn rust, python,R or something else.
