Implemented layer add/remove for the @zmk studio work today, which was fun to hack on!
Still need to get layer name editing added, but this is a big step to layers being "done" for the MVP work on this.
Under the hood, we'll allow adding extra empty layers in the stock keymap with a devicetree `status = "reserved"` to them in order to have them available as a fixed allocate to be used when the user clicks the add button.
