The "three horizontal lines" icon is a terrible design choice.
It is so abstract that it is simply referred to as the hamburger menu (because three lines are two breads and a patty). It doesn't have any real meaning, and each application developer will put SOME functionality behind this button, without any real criteria. On some applications it's equivalent to the "File" menu, while in others it's equivalent to a "Settings" menu.
TBH, it's as bad as a placeholder that signals "icons missing".
