If I were president I'd target just those two (DIA and NSA).
I'd leave CIA alone. That particular agency has a long and complicated history with the US at large. Intelligence would still be needed by way of centrally organizing all intelligence collected abroad thru human intelligence, etc. at the domestic level.
I'd prioritize deallocating funding for DIA. If there are no more foreign incursions, invasions, etc. then what is the point of defense intel when you have the modern military today?
