This report from June 2023 from the Brennan Center for Justice has lot more detail on the rationale for term limits for the SCOTUS judges.
It too recommends 18-year terms and periodic appointments every 2 years. Each president would have two, and only two, appointments during a four-year term.
Biden's proposals are based on recommendations by the Presidential Commission on the Supreme Court of the United States.
