A lot of PlanetScope images now available for testing: https://collections.sentinel-hub.com/planet-sandbox-data/
But under CC-BY-NC license + you need to make an account. So most likely if you build some models or generate new data out of the PlanetScope, you will most likely not be able to submit your research to journals that require open data (CC-BY) e.g. Copernicus journals, PLOS etc. This is the difference between "free data" and open data.
