Whenever a financial institution has any maintenance window that makes the ability to pay bills on their website "unavailable", they should, by LAW:
- not have any bills with a due date within 48 hours of that window
- not allow any logins during the window. Don't allow me to login just to show me "Unavailable"
They plan maintenance windows for a reason. We're just their customers.
