I am not ex-military, and so I did forget that both Russia and China are still considered major problems by the US authorities.
Therefore I don't think any kind of deallocation or reallocation of monies for national security is happening anytime soon. I was actually thinking more about how it could be reprioritized at the defense intelligence level. That's the area I never understood. I understand how CIA collects info, and how NSA basically intercepts international comms. DIA is just a bit odd
