The collected evidence in this paper suggests that many TUR are translated because translation initiation is particularly noisy. Translation of upstream regions in these genes can be tolerated because it is not especially damaging to the cell.
As corollary, only the TUR in C1QL1 affects a signal peptide, and C1QL1 is one of the few ancient N-terminal extensions.
