The Serious Disruption regulations allow police to shut down a protest if it causes "more than minor" disruption (which it defines as "serious disruption").
The High Court ruled that this is illegal. Apart from it being obviously ludicrous, and potentially making even family friendly marches illegal, it was passed by secondary legislation (which the Lords can't block) after the House of Lords rejected it.
Liberty and the Home Office are currently negotiating on whether the lawsuit will continue or whether the government will give in.
So there's a good chance that peaceful protest will be slightly safer in the very near future.
